EnerNOC has an immediate opening for a Senior Manager of Western Regulatory Affairs. This position requires broad strategic and tactical understanding of the electric power industry with comprehensive knowledge of emerging legislative and regulatory energy initiatives. | Key responsibilities: |
This position will monitor and influence the evolution and development of demand response, energy efficiency, and energy market rules in California and selected Western states. This person will have primary responsibility for identifying and communicating to EnerNOC management new or expanded regulatory initiatives that may impact the delivery of EnerNOC products and services to existing and prospective clients, or that may create opportunities for the development of new EnerNOC products and services. The individual in this position will prepare and present analysis and recommendations on developments in market rules. The individual will actively work with the California Public Utility Commission, other state public utility commissions and other appropriate legislative and regulatory entities to advocate for market rule development consistent with the creation and maintenance of viable and sustainable markets for EnerNOC.
Some travel is required, particularly within California, and the Western states. Travel to EnerNOC headquarters in Boston is required on a less frequent basis.
Responsibilities include:
- Advocating for energy market developments in California and two to three Western states, both at the regulatory and legislative levels.
- Participating in legislative and regulatory proceedings, hearings and meetings
- Developing and,maintaining relationships with key policy decision makers and staff.
- Developing filings and pleadings for regulatory proceedings.
- Coordinating with regulatory allies as well as attorneys and consultants.
- Offering regulatory analysis, intelligence and support to business units within EnerNOC by proactively disseminating information on current and future regulatory policies and initiatives
- Supporting utility and end-use provider sales activity with regulatory intelligence and advocacy
- Participating in the development of EnerNOC’s overall corporate position on regulatory issues.
- Elevating EnerNOC’s visibility within the regulatory and utility community by speaking at conferences and publishing articles on topics of relevance in appropriate industry venues.

- Typically, the employee may sit comfortably to perform the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
