EnerNOC has an immediate opening for a Regulatory Affairs and Public Policy Manager in PJM. This position requires broad strategic and tactical understanding of the electric power industry with comprehensive knowledge of emerging legislative and regulatory energy initiatives. This newly created position will monitor and effectuate the evolution and development of energy market rules in PJM. The position will have primary responsibility for identifying and communicating to EnerNOC management new or expanded regulatory initiatives that may impact the delivery of EnerNOC products and services to existing and prospective clients, or that may create opportunities for the development of new EnerNOC products and services. The individual in this position will prepare and present analysis and recommendations on developments in market rules. The individual will actively work within the available RTO market committee framework and other appropriate legislative and regulatory arenas to advocate for market rule development consistent with the creation and maintenance of viable and sustainable markets for EnerNOC and its commercial end-users, or “Providers,” as EnerNOC calls them.

Some travel is required, with RTOs holding three to five day-long committee meetings in a typical month and with as many as ten to fifteen day-long meetings scheduled in months when new initiatives are being developed and rolled-out.

Travel to Washington, DC and to other EnerNOC markets is required on a less frequent basis, depending on legislative and regulatory developments, team schedules, and other overlapping opportunities.

Key Responsibilities:

  • Participating in PJM committee and sub-committee meetings related to rulemaking that may impact EnerNOC products, services, or customers
  • Monitoring and influencing energy market development at state-level meetings in all relevant PJM states, Public Service Commissions, the State Legislatures, and other relevant bodies
  • Monitoring legislative initiatives as well as FERC rulings and filings related to demand response, and, as necessary, participating in legislative and regulatory hearings and meetings
  • Developing and delivering briefings to key legislative and regulatory staff
  • Providing regulatory support for emerging markets in Texas, Midwest and elsewhere, as appropriate
  • Publishing and presenting articles on topics of relevance in appropriate industry venues
Specific Duties:
  • Supporting EnerNOC business development efforts by building a network of strategic relationships within the regulatory community
  • Elevating EnerNOC’s visibility among legislators, regulators, and other stakeholders through productive engagement in market rulemaking activities
  • Elevating EnerNOC’s visibility among potential customers, working in coordination with the EnerNOC marketing group, by giving presentations to industry organizations and writing articles for professional trade journals and publications
  • Offering regulatory analysis and intelligence and support to business units within EnerNOC by proactively disseminating information on current and future regulatory policies and initiatives
